Ramsey County │ Annex A: Volunteer and Donations Management 7 <br />• Support the integration of volunteers into the ICS. <br />3.1.4 CRITICAL TASKS <br />Critical tasks that support volunteer and donations management may include: <br />• Assess current and forecasted operational staff needs that cannot be met using regular agency <br />personnel and affiliated volunteers. <br />• Assess current and forecasted material goods and financial needs that cannot be met using <br />allocated resources. <br />• Establish the call center and public information operations to support messaging that clearly <br />communicates specific incident and community needs for volunteers and donations. <br />• Establish and operate Volunteer Reception Center(s) as needed. <br />• Establish and operate Donation Facilities as needed. <br />• Establish and operate a Disaster Fund as needed. <br />3.1.5 VOLUNTEER AND DONATIONS COORDINATION TEAM <br />The Volunteer and Donations Coordination Team (VDCT) coordinates the management and flow of <br />offers from the public so that needed goods and services are received in an effective and timely manner <br />and unneeded goods and services are kept out of the disaster area. <br />The VDCT membership should include representatives from government, voluntary agencies, faith- <br />based organizations, CBOs, and the private sector. It is preferable that the VDCT be established prior to <br />an incident and that it meets regularly to develop policies, plans, and procedures as well as train and <br />exercise those who may fill response roles. <br />The basic functions of the VDCT include: <br />• Managing the call center. <br />• Identifying needed and unneeded donations. <br />• Coordinating with emerging organizations and unaffiliated volunteers. <br />• Processing unsolicited offers. <br />• Coordinating field logistics. <br />• Serving as a liaison. <br />• Conducting donations intelligence and rumor control. <br />• Supporting public information efforts. <br />• Ensuring a smooth transition from response to recovery. <br />In a large response, a state and/or federal VDCT may become involved and support the efforts of the <br />local team. <br />3.1.6 VOLUNTEER AND DONATIONS MANAGEMENT FACILITIES
