Ramsey County │ Annex C: Ingestion Pathway 12 <br />2.4.3.5 Support Establishment of Return Areas <br />This is the orderly return of people and reoccupation of areas cleared for unrestricted residence or use <br />by previously evacuated or relocated populations. These areas no longer have contamination or there <br />are no long-term exposure health risks from very low-level contamination. <br />•The RCEOC will coordinate the verification and establishment of return area boundaries in <br />coordination with the SEOC. <br />•The RCSO and local law enforcement will remove traffic control and access points to areas <br />cleared for return to unrestricted residence or use in coordination with the SEOC. <br />•RCEMHS will coordinate the timing of the return with state and local agencies. <br />•The Ramsey County PIO and SPRCPH PIO, in consultation with MDH and/or other agencies, will <br />coordinate communications for people returning that it is safe to live there but some of these <br />areas may still have low level contamination that may require some ingestion pathway food <br />controls or restrictions. <br />2.4.3.6 Recovery <br />Recovery refers to the process of reducing radiation exposure rates and concentrations of radioactive <br />materials in the environment to acceptable levels allowing for the return and unconditional occupancy <br />and use by the general public. Recovery involves continued and extensive field sampling, <br />damage/impact assessments and the coordination of federal assistance and the nuclear insurance <br />benefits. <br />•RCEMHS will coordinate local damage and impact assessments and forward information to the <br />SEOC. <br />•RCEMHS will coordinate locations for disaster assistance/recovery centers with the SEOC. <br />•RCEMHS will coordinate the remediation of contamination and restoration to pre-event <br />conditions with the state. <br />•RCEMHS will coordinate federal assistance and nuclear insurance benefits with the SEOC. <br />2.4.4 PROTECTIVE MEASURES FOR AGRICULTURE AND WATER <br />2.4.4.1 Agriculture Protective Actions <br />The area that may be embargoed will be determined based on the conditions at the time of the incident. <br />There is a wide variety of agricultural protective measures that may be implemented as needed and can <br />only be defined at the time of the incident based on release conditions. The Radiological Emergency <br />Information for Farmers, Food Processors and Distributors brochure details some of that information. <br />The protection of the food supply from contamination of radioactive material is the top priority, and <br />actions taken to protect the food supply will be coordinated with the impacted counties during the <br />incident. Protective actions and guidelines for proper disposal of contaminated products will be <br />coordinated through the SEOC at the time of the incident.
