Ramsey County │ Annex D: Public Health and Medical 13 <br />• Assure compliance with food code regulations in emergency mass care facilities. <br />• Mobilize additional workforce from sources such as the Ramsey County MRC. <br />• Request resources, such as the release of pharmaceutical stockpiles stored nationally. <br />• Request assistance from partners, such as other local health departments and MDH. <br />• Monitor persons in isolation and/or quarantine. <br />• Coordinate with local environmental health staff and provide environmental health response <br />functions, including the inspection of contaminated foods. Additional details are included in the <br />SPRCPH Response and Recovery Plan Environmental Health Standard Operating Procedures <br />Annex. Sources of the notification that may trigger an environmental health response include <br />MDH, Minnesota Department of Agriculture, Minnesota Pollution Control Agency, and U.S. Food <br />and Drug Administration. <br />To support a public health emergency, RCEMHS has the following responsibilities for a public health <br />emergency as outlined in the SPRCPH plan: <br />• Support the public health response. <br />• Maintain the CEOP base plan and annexes. <br />• Coordinate between local, state, and federal agencies. <br />• Maintain the RCEOC. <br />• Coordinate communications during emergencies through the Emergency Communications <br />Center. <br />3.5.2.2 Health and Medical Services During All Emergencies <br />Many emergencies have the potential to cause significant casualties or fatalities or cause a disruption to <br />the health care system in the County, even if not a declared public health emergency, such as an <br />outbreak or pandemic. To support the healthcare system during all emergencies, SPRCPH will: <br />• Coordinate health and medical services. <br />• Assist in the coordination of community mental health needs along with Ramsey County <br />Department of Social Services, American Red Cross, and other disaster assistance agencies. <br />• Act as primary source of public information regarding health, medical, and environmental <br />response to emergencies and disasters; work with the JIC to release information to the public <br />and media with the appropriate response partners. <br />• Conduct situation assessment, initiate surveillance, and monitoring activities as needed, and <br />notify appropriate support agencies. <br />• Coordinate effective use of local medical resources and determine additional medical resource <br />requirements. <br />• Request additional assistance through the MRCC, or through the RCEOC if activated.
