Ramsey County │ Annex D: Public Health and Medical 12 <br />3.5 Key Operational Activities <br />3.5.1 NOTIFICATIONS AND ACTIVATION <br />In the event of a public health incident or in an instance originating as a health and medical emergency, <br />the SPRCPH will keep RCEMHS informed of situations with the potential to require activation of the <br />RCEOC. The Notification Protocol Annex to the SPRCPH plan will be followed, including the convening of <br />the Public Health Incident Command Team (ICT). Notification processes, membership, and ICT position <br />assignments are located in appendices to the SPRCPH plan. If an incident does not require the activation <br />of the RCEOC, the SPRCPH DOC may be activated and will be the coordinating center for the incident. <br />The Public Health and Medical Services Annex will be activated when an emergency or disaster occurs <br />within or affecting Ramsey County requiring a coordinated response of health and medical services. It is <br />expected that SPRCPH will commit resources, expertise, and experience as needed, including a liaison to <br />the RCEOC, if activated either virtually or physically. SPRCPH will coordinate with support agencies to <br />assure the effective use of local medical resources and determine additional medical resource <br />requirements. If additional resources are required, RCEMHS requests assistance from state, federal, <br />private, and nonprofit organizations to support the medical health, mental health, and environmental <br />health response. <br />3.5.2 OPERATIONAL RESPONSE <br />The triage, treatment, transport, and medical care of extraordinary numbers of ill or injured patients in <br />the metro area will affect all hospitals, EMS, emergency management, and public health agencies. <br />3.5.2.1 Health and Medical Services During Public Health Emergencies <br />In the event of a public health incident or declared public health emergency, SPRCPH will be the IC for <br />the incident and follow the concept of operations as laid out in the SPRCPH Response and Recovery <br />Plan, including the activation of the Public Health ICT. <br />During a public health emergency, SPRCPH response functions include, but are not limited to the <br />following: <br />• Issue initial and updated health threat information via the HAN. <br />• Conduct epidemiological surveillance of an infectious and/or communicable disease. <br />• Implement measures to prevent and control disease transmission. <br />• Develop and issue press releases to local media. <br />• Activate a hotline for the public or for health professionals to answer questions regarding <br />protective actions to take and provide critical public health information. <br />• Provide direction and education on specific agents for personnel responding to an incident. <br />• Coordinate or provide mass dispensing of medications or vaccination within Ramsey County. <br />• Provide health-related information and assist with provision of services for individuals with <br />disabilities and access and functional needs.
