Ramsey County │ Annex E: Recovery 14 <br />• Develop long-term recovery objectives. <br />• Establish a long-term Operational Recovery Task Force. <br />• Identify public/private partnerships to strengthen recovery efforts. <br />• Educate the public about the recovery process and progress; provide timely, ongoing updates. <br />3.5.7 RECOVERY CAPACITY BUILDING <br />To support the County’s recovery from any disaster, there are several activities that could be completed <br />pre- or post-disaster to increase capacity: <br />• Develop a group to develop a community recovery plan. <br />• Establish workgroups to examine anticipated recovery challenges and develop solutions. <br />• Refer to the Hazard Mitigation Plan for ways to build resiliency and implement mitigation <br />projects, strategies, and funding. <br />• Build capacities of key partners, such as housing, health care service providers, and nonprofits <br />through emergency planning, training, and exercise initiatives. <br />3.5.8 COST RECOVERY <br />3.5.8.1 Cost Recovery and Documentation <br />Ramsey County and its communities will seek cost recovery for disaster-related expenses whenever <br />possible, including the costs of the response. FEMA requires certain documentation for potential <br />recovery of costs. To facilitate this effort, Ramsey County and cities/towns across the jurisdiction will <br />follow County and jurisdictional practices to track time, expenses, and information on applicable <br />personnel and equipment usage. <br />Documentation is the key to recovering expenditures related to emergency response operations and <br />recovery costs. Damage assessment documentation will be critical in establishing the basis for eligibility <br />for disaster assistance programs. Across Ramsey County, documentation must begin at the field <br />response level and continue throughout the disaster and into recovery. <br />Under federal disaster assistance programs, documentation must be obtained regarding damages <br />sustained to: <br />• Roads and bridges <br />• Water control facilities <br />• Public buildings and related equipment <br />• Public utilities <br />• Recreational and park facilities <br />• Certain private non-profit facilities such as schools, utility companies, irrigation systems, <br />emergency, medical, and rehabilitation operations, houses of worship and temporary or <br />permanent custodial-care facilities (potentially eligible)
