Ramsey County │ Annex E: Recovery 15 <br />Debris management and emergency response costs incurred across Ramsey County are to be <br />documented for cost recovery purposes under federal programs. RCEMHS will facilitate the collection of <br />documentation of these damages across the county and submit them to the DRM. The documentation <br />should include the location and extent of damages and estimates of costs for: <br />• Debris management <br />• Emergency work <br />• Repairing or replacing damaged facilities to a less vulnerable and mitigated condition <br />The costs of compliance with building codes for new construction, repair, and restoration will also be <br />documented. The cost of improving facilities may be provided under federal mitigation programs. <br />To identify and coordinate strategies for maximizing the possible programs by which Ramsey County is <br />likely to recoup some or all expenses related to the emergency incident, a Disaster Costs Recovery <br />Committee (DCRC) will be established. <br />Additional information regarding cost recovery including the DCRC can be found in the Base Plan. <br />4. Recovery Assistance Programs <br />4.1 State Assistance <br />State Disaster Assistance Program is codified in MN Statute Chapter 12(B) and is administered by <br />Minnesota Homeland Security and Emergency Management (HSEM). <br />The program is based on the current FEMA impact indicators summarized below and detailed in MN <br />Statute Chapter 12(B).25. <br />If a jurisdiction suffers a disaster with impacts that fall under the same categories and descriptions as <br />federal Public Assistance, the jurisdiction may be eligible for state assistance if: <br />• The emergency does not receive a Presidential declaration under the Stafford Act or other <br />federal program; and <br />• The emergency results in damages that are otherwise eligible as described by the FEMA PA <br />program; and <br />• The emergency results in eligible damages that reach or exceed 50% of the current FEMA PA <br />threshold indicators for PA; and <br />• The jurisdiction assumes 25% of the total damage costs. <br />4.2 Direct Federal Assistance <br />At the request of the State of Minnesota, FEMA coordinates direct federal assistance to state and local <br />governments through designated ESFs. FEMA coordinates recovery activities with MN HSEM through <br />the Joint Field Office (JFO). Federal agencies help affected communities identify recovery needs and <br />potential sources of recovery funding and provide technical assistance in the form of recovery planning <br />support as appropriate.
