Ramsey County │ Annex E: Recovery 17 <br />4.2.1.3 Other Federal Programs <br />Other federal agencies may implement non-Stafford Act recovery programs or programs authorized <br />under disaster-specific legislation. For example: <br />• The Small Business Administration (SBA) provides low-interest loans for repairs to damaged <br />homes and for damage to businesses. <br />• The Federal Highway Administration (FHWA) provides funding to state and local governments <br />for the restoration of damaged roads, bridges, and other features that are part of the system of <br />federal aid routes. <br />4.2.2 DELIVERY OF FEDERAL ASSISTANCE PROGRAMS <br />FEMA coordinates Stafford Act programs with MN HSEM through the Joint Field Office (JFO). <br />Coordination of other programs, such as the FHWA Emergency Relief Program (ERP), may occur outside <br />the JFO. Federal funding for these programs, such as PA, may pass through the state, or it may be <br />delivered directly to recipients, such as with assistance to individuals through the Individual Housing <br />Program (IHP). MN HSEM also administers the State Disaster Assistance Program if eligibility <br />requirements are met. <br />5.
