Working with Ramsey County, MN HSEM identifies communities for which this mechanism <br />is necessary. <br />4.2.1 FEDERAL RECOVERY PROGRAMS <br />Under the Stafford Act, FEMA also coordinates federal recovery programs. <br />4.2.1.1 Individual Assistance (IA) <br />Assistance for individuals and families through IA, including: <br />• Mass Care and Emergency Assistance <br />• Individuals and Households Program Assistance <br />• Disaster Case Management <br />• Crisis Counseling Assistance and Training Program <br />• Disaster Legal Services <br />• Disaster Unemployment Assistance <br />• Voluntary Agency Coordination <br />More information on IA can be found in the FEMA Individual Assistance Program and Policy Guide. <br />4.2.1.2 Public Assistance (PA) <br />Assistance to state and local governments and certain private nonprofit organizations for extraordinary <br />costs related to response, removal of debris, and damage to buildings and infrastructure through the PA <br />Program.
