Ramsey County │ Glossary <br />Community Based Organization (CBO): Public or private not-for-profit organizations that provide <br />specific services to the community or targeted populations within the community. CBOs include, but are <br />not limited to, aging and disability networks, community health centers, childcare providers, home <br />visiting programs, state domestic violence coalitions and local domestic violence shelters and programs, <br />adult protective services programs, homeless services providers, and food banks that work to address <br />the health and social needs of populations. CBOs are trusted entities that know their clients and their <br />communities, want to be engaged, and may have the infrastructure/systems in place to help coordinate <br />activities or serve as a trusted source to distribute timely and accurate information. <br />Concept of operations: Presents a clear picture of the sequence and scope of a planned emergency <br />response including what should happen, when, and at whose direction. <br />Continuity of government: A coordinated effort within the executive, legislative, or judicial branches to <br />ensure that essential functions continue to be performed before, during, and after an emergency or <br />threat. Continuity of government is intended to preserve the statutory and constitutional authority of <br />elected officials at all levels of government. <br />Continuity of operations: An effort within individual organizations to ensure that essential functions <br />continue to be performed during the disruption of typical operations. <br />Critical infrastructure: Assets, systems, and networks, whether physical or virtual, so vital to the <br />community that the incapacitation or destruction of such assets, systems, or networks would have a <br />debilitating impact on security, economic security, public health or safety, or any combination of those <br />matters. <br />Damage assessment: The process used to appraise or determine the number of injuries and deaths, <br />damage to public and private property, and the status of key critical infrastructure and services such as <br />hospitals and other health care facilities, fire and police stations, communications networks, water and <br />sanitation systems, utilities, and transportation networks resulting from a man-made or natural disaster. <br />Department Operations Center (DOC): An operations or coordination center dedicated to a single, <br />specific department or agency. The focus of a DOC is on internal agency incident management and <br />response. DOCs are often linked to and/or physically represented in a combined agency EOC by an <br />authorized agent(s) for the department or agency. <br />Disability and access and functional needs: Persons who may have additional needs before, during, and <br />after an incident in functional areas, including but not limited to maintaining independence, <br />communication, transportation, supervision, and medical care. Individuals in need of additional <br />response assistance may include those who have disabilities, live in institutionalized settings, are <br />seniors, are children, are from diverse cultures, have limited English proficiency or are non-English <br />speaking, or are transportation disadvantaged. <br />Disaster: An incident that overwhelms a jurisdiction’s governance model to the degree that the <br />continuity of public safety and/or civic services is threatened or disrupted. The jurisdiction requires <br />external assistance to support response and recovery actions to protect life safety. <br />Disaster declaration: A formal statement by the jurisdiction's chief public official that a disaster or <br />emergency situation exceeds their response capabilities.
