Ramsey County │ Glossary <br />powers in reacting to a disaster and preserving life, property, and public health and opens the door for <br />assistance by state and/or federal government. <br />Emergency: An incident that overwhelms the day-to-day resources of a jurisdiction. The jurisdiction may <br />seek external assistance to support response and recovery actions to preserve life, property, and public <br />health. <br />Emergency Alert System (EAS): A national warning system in the United States designed to allow <br />authorized officials to coordinate and disseminate emergency alerts and warning messages to the public <br />via terrestrial and satellite radio and television, including broadcast and multichannel television. <br />Emergency Medical Services (EMS): Services, including personnel, facilities, and equipment required to <br />ensure proper medical care for the sick and injured from the time of injury to the time of final <br />disposition (which includes medical disposition within a hospital, temporary medical facility, or special <br />care facility; release from the site; or being declared dead). EMS specifically includes those services <br />immediately required to ensure proper medical care and specialized treatment for patients in a hospital <br />and coordination of related hospital services. <br />Emergency Operations Center (EOC): The physical location at which the coordination of information and <br />resources to support incident management (on-scene operations) activities normally takes place. An <br />EOC may be a temporary facility or may be located in a more central or permanently established facility <br />within a jurisdiction. EOCs may be organized by major functional disciplines (e.g., fire, law enforcement, <br />medical services), by jurisdiction (e.g., federal, state, regional, tribal, city, county), or by some <br />combination thereof. <br />Emergency Operations Plan (EOP): A document that describes how people and property will be <br />protected in disaster and disaster threat situations. An EOP details who is responsible for carrying out <br />specific actions, identifies the personnel, equipment, facilities, supplies, and other resources available <br />for use in the disaster, and outlines how all actions will be coordinated. <br />Essential Services: Essential services are the services and functions that are absolutely necessary. They <br />maintain the health and welfare of the community, and without these services, sickness, poverty, <br />violence, and chaos would likely result. <br />Evacuation: The organized, phased, and supervised withdrawal, dispersal, or removal of individuals from <br />dangerous or potentially dangerous areas. <br />Event: Pre-planned or anticipated activities that require significant resources from government, private <br />sector, and community organizations. Events gather large crowds which may be vulnerable in the case <br />of a natural, technological, or human-caused emergency or disaster. <br />Federal: Of or pertaining to the federal government of the United States of America. <br />Federal Emergency Management Agency (FEMA): An agency within the U.S. Department of Homeland <br />Security charged with responding to Presidentially declared disasters. <br />Hazard: Something that is potentially dangerous or harmful, often the root cause of an unwanted <br />outcome.
