Ramsey County Comprehensive Emergency Operations Plan 1 <br />1.County/Municipal Incident Manager <br />RC PRIMARY: County Manager <br />RC ALTERNATE: Emergency Management Director OR as Designated by Primary <br />MUNI PRIMARY: Appointed <br />MUNI ALTERNATE: Appointed <br />SUPERVISOR: Policy Group <br />1.1 Role <br />Overall management of Ramsey County or the municipality’s emergency response efforts. <br />1.2 Responsibilities <br />•Establish an organization for countywide/municipal planning and coordination for incident <br />response and recovery. <br />•Coordinate operationalization of policy directives. <br />•Identify and prioritize resource needs and allocation. <br />•Develop and issue rules, regulations, proclamations, and orders in coordination with the Policy <br />Group and Emergency Operations Center (EOC) Director. <br />•Review, approve, and promulgate the Incident Action Plans (IAPs). <br />•Advise the county/municipal manager on any county/municipal declarations of emergency. <br />•Approve incident messaging in coordination with the Public Information Officer (PIO). <br />•Review contracts in coordination with the Finance Section Chief. <br />•Ensure the EOC has adequate staffing and resources to support the County’s/municipality’s <br />incident response. <br />•Provide planning and operational recommendations to the Ramsey County Manager/City <br />Manager as appropriate.
