Ramsey County | Base Plan 2 <br />and its local governments to fulfill the responsibility for hazard mitigation planning. The intent of the <br />plan is to reduce the actual threat of specific hazards by limiting the impact of damages and losses. The <br />CEOP references hazards identified in the MHMP. If there is a discrepancy between the two plans <br />regarding hazard identification or hazard information, the MHMP is to be regarded as the source for the <br />formal analysis of hazards and the most current and correct source for hazard information. <br />The Plan is intended to be utilized for both municipal and County operations, in conjunction with <br />applicable local policies and procedures, Minnesota Statutes Chapter 12: Emergency Management, the <br />State of Minnesota Emergency Operations Plan, and the National Response Framework (NRF). It is <br />designed to conform to the requirements of the NIMS. Following NIMS guidance, this CEOP incorporates <br />the use of the Incident Command System (ICS), mutual aid, and multi-agency and interagency <br />coordination. It is designed to be read, understood, and tested before an incident. <br />The CEOP is divided into three parts. <br />Base Plan. The Base Plan identifies incident response policies, describes the response organization, and <br />assigns tasks. In addition, the Base Plan: <br />•Identifies individual roles and responsibilities. <br />•Describes the concept of emergency operations and the overall operational approach to <br />incident response. <br />•Describes how RCEMHS integrates into NIMS and the NRF. <br />•Serves as an operational plan and a reference document and may be used for pre-incident <br />planning as well as emergency operations. <br />•Will be utilized in coordination with applicable local, state, and federal contingency plans. <br />•Identifies the components of Ramsey County and establishes associated protocols required to <br />effectively respond to, manage, and recover from incidents. <br />•Establishes the operational organization that will be relied upon to respond to an incident. <br />•Articulates the operational priority of serving high-risk, disproportionately impacted persons, <br />including diverse populations and those with disabilities, access, and functional needs (DAFN). <br />•Includes a list of tasks to be performed by position and organization. <br />•Describes the structure for all direction, control, and coordination activities. <br />•Describes essential information common to all operations identified during the planning <br />process. <br />•References Memoranda of Understanding (MOUs) and Memoranda of Agreement (MOAs), both <br />intra- and interstate, including the Emergency Management Assistance Compact (EMAC). <br />•Addresses policies on keeping financial records, tracking needs, use of resources, and sources. <br />•Discusses the overall approach to plan development and maintenance responsibilities. <br />•Provides the legal basis for emergency operations and activities in listing authorities and <br />references.
