<br />Functional Annexes. Annexes focus on the operational functions that are critical to a successful
<br />response and define who is responsible for carrying them out. They describe the policies, processes,
<br />roles, and responsibilities that agencies and departments carry out before, during, and after an incident
<br />or event. The annexes also identify Ramsey County’s existing capacity to carry out functions and
<br />establish preparedness targets to support the jurisdiction in maintaining or augmenting the identified
<br />level of response capacity.
<br />Support Sections and Documents. This section includes the municipal letters of promulgation and
<br />appendices, acronyms, glossary, legal authorities, references, and documents that support the previous
<br />two sections. In addition, this includes the Job Aids that document the roles and responsibilities of the
<br />Incident Management Team (IMT) when activated.
<br />1.2 Scope
<br />The policies, procedures, and provisions of the CEOP apply to all adopting agencies and individuals,
<br />public and private, having responsibilities for emergency preparedness, prevention, response, recovery,
<br />and mitigation in Ramsey County. This includes, but may not be limited to, Ramsey County government,
<br />municipalities, school districts, special districts, utilities, community-based organizations (CBOs), and
<br />state and federal agencies. For the purposes of the CEOP:
<br />•Ramsey County (county) refers to the geographic area.
<br />•Ramsey County government (County) refers to the political entity established in 1849.
<br />•Incident refers to any incident that exceeds the normal response operations of emergency
<br />officials and which requires additional support and coordination. This includes incident, event,
<br />emergency, disaster.
<br />The intended audience for the CEOP consists of Ramsey County government and municipal
<br />departments, elected officials, response agencies, sub-jurisdictions, CBOs, and the private sector. This
<br />CEOP is also a reference for partners from other jurisdictions, state and federal agencies, and interested
<br />members of the public. It is intended as an overview of emergency management preparedness,
<br />response, and recovery activities as carried out by RCEMHS.
<br />As an operational plan, the CEOP does not cover response tactics. Tactics are described within the
<br />threat-specific plans and procedures that guide detailed response activities created and maintained by
<br />the relevant agencies. These documents are cited within the text and are listed in the references
<br />section. During the use of other plans and procedures, the overall emergency management concepts,
<br />policies, and procedures contained in the CEOP remain in place.
<br />Each organization identified in the CEOP is responsible for the development, implementation, and
<br />exercising of policies, procedures, instructions, and standard operating guides (SOGs) or checklists that
<br />demonstrate awareness and understanding of the emergency management concepts contained in this
<br />CEOP.
<br />The CEOP may be activated in response to any extraordinary situation associated with any hazard,
<br />natural or human-caused, which may affect Ramsey County, and which generates situations requiring
<br />planned coordinated responses by multiple agencies or jurisdictions. It may also be activated to oversee
