Ramsey County | Base Plan 14 <br />•Is regarded as having such an impairment. <br />Examples include: <br />•An individual has an impairment that does not substantially limit a major life activity, or <br />substantially limits a major life activity only as a result of the attitudes of others toward them. <br />•An individual does not have any impairment but is treated by an entity as having an impairment. <br />For this CEOP, DAFN is defined as populations with an impairment that may cause additional needs. <br />Individuals in need of additional response assistance may include but are not limited to those who have <br />developmental or intellectual disabilities, physical disabilities, chronic conditions, injuries, limited <br />English proficiency or non-English speaking, older adults, children, people living in institutionalized <br />settings, or those who are low income, homeless, transportation disadvantaged, those who are <br />dependent on public transit, or those who are pregnant. <br />Ramsey County works to ensure all emergency operations are compliant with the ADA and are <br />accessible to all individuals. Addressing the needs of persons with DAFN is a top priority in both the <br />services and communications about the services. Ensuring accessibility complies with federal laws <br />governing the ADA directives. All communications, procedures, shelters, and facilities addressed in the <br />CEOP comply with ADA regulations, and ADA compliance is an important benchmark as new <br />communications, procedures, and facilities are utilized in the emergency operations. <br />ADA compliance in emergency management applies throughout all phases, including but not limited to, <br />notification, communication, preparation, evacuation, transportation, sheltering, temporary housing, <br />medical care, recovery, decontamination processes, commodity points of distribution (C-POD), and <br />points of dispensing (POD) areas. <br />The Americans with Disabilities Act Accessibility Guidelines (ADAAG) covers the scoping and technical <br />requirements necessary to ensure that buildings and facilities are accessible. The Stafford Act and Post- <br />Katrina Emergency Management Reform Act (PKEMRA) also mandates integration and equal <br />opportunity for people with disabilities in general population emergency shelters. The key concepts of <br />non-discrimination are: <br />•Self-Determination <br />•There is no “one size fits all” <br />•Equal Opportunity <br />•Inclusion <br />•Integration <br />•Physical Access <br />•Equal Access <br />•Effective Communication <br />•Program Modifications <br />•No Charge
