Ramsey County | Base Plan 15 <br />(Source: FEMA’s Guidance on Planning for Integration of Functional Needs Support Services in General <br />Population Shelters [2010]) <br />1.5.2 INCLUSIVITY PLANNING CONSIDERATIONS <br />Inclusive planning considerations for this CEOP include, but are not limited to, the following: <br />•Planning for disproportionately impacted, at-risk, or people with access and functional needs is <br />an integrated layer throughout all emergency preparedness, response, and recovery activities <br />and functions. <br />•Expertise and cultural inclusion based on the situational awareness will be made available to <br />field and tactical operations, including knowledge of the impacts on disproportionately <br />impacted individuals. <br />•Appropriate maps, data, and situational awareness regarding disproportionately impacted <br />individuals, particularly diverse populations and those with DAFN, will be prioritized to support <br />equitable policy decisions and response efforts. <br />•Communications, transportation, and sheltering accessibility are often the three areas most <br />repeatedly identified as needing improvement in relation to disproportionately impacted <br />individuals and/or people with DAFN, and as such should be prioritized in response efforts. <br />•The term “whole community planning” includes the business community as well, and they <br />should be incorporated into inclusive planning efforts in preparedness and response. <br />•Identifying languages and communicating actionable messages using a variety of technologies to <br />address the needs of people with DAFN in multiple languages is necessary. <br />•Diverse communities are made up of individuals with varied communication and messaging <br />styles and preferences, and outreach communication strategies need to incorporate a wide <br />variety of methodologies to adequately address everyone. <br />•There will be different populations affected during different incidents; and with functional <br />variables associated with transience (visitors, travelers, workers, etc.); their needs will vary and <br />the EOC staff will need to recognize language and service needs to respond appropriately. <br />•Disproportionately impacted individuals live throughout Ramsey County and may commonly be <br />found in neighborhoods lacking adequate resources on a daily basis (e.g., areas with limited <br />access to fresh, healthful foods, accessible transportation, accessible housing, access to health <br />maintenance services). <br />•The County’s DAFN Coordinator will participate in RCEOC operations to coordinate response <br />activities, resources, and support partnerships with community- and faith-based organizations <br />and other VOADs required for ensuring equitable, quality response during an activation.
