Ramsey County | Base Plan 17 <br />COOP Plans for County service teams, departments, and offices include the following: <br />•Orders of succession and delegations of authority <br />•Key contacts and teams <br />•Instructions for the preservation of vital records and resources <br />•Alternate facilities and worksites <br />•Communications and alert notifications <br />•Identification and plans for the continuation of essential functions <br />•Devolution and Reconstitution <br />•Testing, training, and plan maintenance <br />2.2.1 MISSION ESSENTIAL FUNCTIONS <br />During such times when normal operations are disrupted by any incident, Ramsey County government <br />must prioritize its resources and focus its efforts on those functions that are considered essential. While <br />incidents cannot always be prevented, many can be mitigated through advance planning to protect <br />government assets and recover rapidly in an organized and coordinated manner. The Ramsey County <br />Continuity of Government (COG) plan serves as the framework for coordinating the recovery of essential <br />functions across County government. This is accomplished through individually- established COOP Plans <br />which address an organizations’ functions and processes. Municipalities within Ramsey County may <br />maintain standalone COG plans specific to their jurisdiction. <br />Ramsey County’s COG objectives are as follows: <br />•Ensure uninterrupted command, control, and leadership of Ramsey County. <br />•Protect critical facilities, systems, equipment, and records. <br />•Become operational within three business days (or sooner) and maintain capability for up to 30 <br />days (or until primary facility is restored to full operation). <br />•Resume technology operations and support for time-sensitive business operations in the event <br />existing technology processing has been rendered inoperable. <br />•Reduce the operational effects of a disaster on time-sensitive business operations through a set <br />of pre-defined and flexible procedures to be used in directing recovery operations. <br />•Resume production processing of the most time-sensitive computer systems, network services <br />and applications within three business days (or sooner) following the disruptive event. <br />•Provide a proper work environment for displaced staff while their facilities and their contents <br />are being restored. <br />•Resume and maintain adequate service levels to residents and businesses of Ramsey County. <br />•Additional information may be found in the Ramsey County COG Plan and/or the distinct plans <br />developed by each County department.
