Ramsey County | Base Plan 16 <br />2.Concept of Operations <br />2.1 Operational Priorities <br />During response and recovery, RCEMHS’s activities are focused on standard operational priorities. <br />Actions taken during a response will be prioritized based on the following: <br />Figure 6: Ramsey County Operational Priorities <br />2.2 Continuity of Operations / Continuity of Government <br />Continuity of Operations Planning (COOP) ensures the county can continue to provide essential county <br />services and governance to the citizens of Ramsey County. Events can be minor like a short-term staff <br />shortage or a major disruptive event such as the destruction of vital resources or loss of a structure. <br />County departments have identified essential functions and required resources to provide services <br />required by county ordinances, state and federal laws or regulations. A large incident could result in the <br />death or injury of key government officials, destruction of established seats of government, and damage <br />to public records that are essential to continued operations of government. <br />Throughout an incident, regardless of circumstances, Ramsey County government must continue to <br />function so that it may provide continuity of effective leadership, direction of emergency operations, <br />and management of recovery operations. Essential functions and sufficient resources and planning <br />alternatives of the County have been identified and COOP Plans for all County agencies are in place and <br />updated at least annually by each agency. The COOP Plan is not reproduced in this CEOP. <br />The County’s other role under this plan is the coordination of all municipal emergency management <br />efforts in responding to and recovering from incidents resulting from natural, technological, and human- <br />caused hazards. County agencies such as Social Services, Corrections, and Saint Paul Ramsey County <br />Public Health (SPRCPH) are the sole providers of their services countywide. RCEMHS is the lead <br />coordinating agency for all aspects of emergency management and homeland security countywide and <br />is the point of contact and coordination between the municipalities and state and federal emergency <br />management. The Ramsey County Sheriff’s Office (RCSO) serves as the primary law enforcement agency <br />for seven communities as well as having countywide law enforcement roles. The Ramsey County <br />Medical Examiner’s Office serves as the Medical Examiner to Ramsey County, and 19 other counties in <br />the State of Minnesota.
