Ramsey County | Base Plan 20 <br />Additional information about the NIMS, including the use of the ICS, EOCs, policy groups and Joint <br />Information Centers (JICs), can be found in FEMA’s National Incident Command System guidance <br />document. <br />2.4 Emergency Management Mission Areas <br />RCEMHS recognizes that incidents are cyclical events <br />that are recurrent in nature. There are five <br />acknowledged mission areas of emergency <br />management, and at any given moment the <br />community will be operating in one or more of these <br />areas. <br />2.4.1 PREVENTION <br />Prevention includes core capabilities necessary to <br />avoid, prevent, or stop a threatened or actual act of <br />terrorism. Unlike other mission areas which are all- <br />hazards by design, prevention-related activities are <br />focused on terrorist threats. <br />Examples of prevention activities in Ramsey County <br />include: <br />•Compliance with national standards and <br />federal, state, and local laws. <br />•Legislative awareness. <br />•Continuing education and training. <br />•Threat and Hazard Identification and Risk Assessment (THIRA) and Hazard Identification and Risk <br />Assessment (HIRA). <br />•Preparedness Report and Gap Analysis. <br />•Training and exercise plans. <br />•COOP Plan development and maintenance. <br />•COG Plan development and maintenance. <br />•Hazard Mitigation Plan (HMP) development and maintenance. <br />•CEOP development and maintenance. <br />2.4.2 PROTECTION <br />Protection includes core capabilities to safeguard the homeland against acts of terrorism and human- <br />caused or natural disasters. <br />Figure 7: Emergency Management Mission Areas
