Ramsey County | Base Plan 22 <br />•Provide public awareness, training, and education <br />•Improve inclusive, accessible emergency public education and emergency warning systems, <br />processes and protocols <br />•Involve and engage diverse populations (e.g., DAFN, racial/ethnic, immigrant, and limited- <br />English proficient) to develop and test training exercises that include specific scenarios around <br />these populations. <br />•Obtain feedback from local participants to assess the effectiveness of drills and exercises. <br />•Support the development, adoption, and implementation of floodplain management codes <br />•Support the development, adoption, and implementation of building codes related to <br />windstorms <br />•Workplace Threat Assessments <br />2.4.4 RESPONSE <br />Response includes the core capabilities necessary to save lives, protect property and the environment, <br />and meet basic human needs after an incident has occurred. It is focused on ensuring that Ramsey <br />County can effectively respond to any threat or hazard, including those with cascading effects, with an <br />emphasis on saving and sustaining lives and stabilizing the incident as well as rapidly meeting basic <br />human needs, restoring basic services and community functionality, establishing a safe and secure <br />environment, and supporting the transition to recovery. <br />Examples of response activities in Ramsey County include: <br />•Inclusive, culturally competent public information <br />•On-scene coordination <br />•Municipal coordination <br />•Countywide coordination <br />•Statewide coordination <br />2.4.5 RECOVERY <br />During recovery, restoration efforts occur concurrently with regular operations and activities. The <br />recovery period from an incident can be prolonged. Recovery encompasses timely restoration, <br />strengthening, and revitalization of the infrastructure; housing, a sustainable economy, and the health, <br />social, cultural, historic, and environmental fabric of a given community affected by a catastrophic <br />incident. <br />Examples of recovery activities in Ramsey County include: <br />•Damage assessment <br />•Reentry <br />•Restoration of services/utilities
