Ramsey County | Base Plan 26 <br />3.Organization and Assignment of Responsibilities <br />3.1 Overview <br />The CEOP is based on the premise that all incidents begin and end locally. Municipalities in Ramsey <br />County retain authority for their response operations through the duration of an incident, with RCEMHS <br />providing support and coordination. <br />Incident response is built on the concept of layers, in adherence to the principles of NIMS. The CEOP is <br />designed to manage incidents at the lowest possible level, with assistance provided from partner <br />agencies, neighboring jurisdictions, and state and federal support as requested and available. <br />The following sections describe how those responsibilities are broken down and distributed among <br />County, municipal, and other stakeholders. <br />3.2 General Role of County Government <br />Ramsey County government’s role during emergencies is twofold. First, it is responsible to ensure <br />continuity of government functions and services to people within the county, as outlined in the COOP <br />Plans. Second, the County supports the coordination of municipal efforts in responding to and <br />recovering from emergencies. <br />3.3 Ramsey County Board of Commissioners <br />3.3.1 ROLE <br />Significant incidents require that publicly elected and appointed officials, as well as business owners and <br />community leaders, make difficult decisions for the benefit of the community. Elected and appointed <br />officials help their communities prepare for, respond to, and recover from potential incidents. <br />3.3.2 RESPONSIBILITIES <br />•Evaluate and enact emergency resolutions and/or ordinances as necessary, such as declarations <br />of county emergency. <br />•Establish strong working relationships with municipal leaders and residents. Coordinate with the <br />leadership of impacted municipalities during an incident. <br />•Establish strong working relationships with core private-sector organizations, voluntary <br />agencies, and community partners. <br />•Lead and encourage county department heads to focus on preparedness by participating in <br />planning, training, and exercises. <br />•Support participation in local mitigation efforts. <br />•Understand and implement laws and ordinances that support emergency management and <br />response. <br />•Ensure that the CEOP considers the needs of:
