Ramsey County | Base Plan 27 <br />•The whole county, including municipalities, persons, property, economy, infrastructure, and the <br />environment. <br />•Diverse population groups and individuals with DAFN, including those with service animals. <br />•Individuals with household pets. <br />•Encourage residents to participate in volunteer organizations and training courses. <br />•Interface with state and federal elected delegations during incidents and on an ongoing basis <br />regarding county emergency management capabilities and needs. <br />•Officially act to establish emergency ordinances and policies as needed. <br />•Approve emergency contracts and purchases in accordance with County, state, and federal <br />rules. <br />3.4 Ramsey County Manager <br />3.4.1 ROLE <br />The County Manager is the chief administrative official of the County; responsible, among many other <br />things, for ensuring that public safety and welfare agencies and policies are in place. In most cases, the <br />County Manager has delegated specific authorities to County department directors. The County <br />Manager appoints or serves as the County Incident Manager for emergencies and disasters. <br />3.4.2 RESPONSIBILITIES <br />•Approval of Ramsey County assets being sent to support other jurisdictions (Ramsey County <br />Board Resolution 2005-349) beyond the scope of existing MOAs and/or MOUs <br />•Plays an active role providing overall leadership and guidance for the development of a “culture <br />of preparedness,” both within the county workforce and throughout the community <br />•Assumes the lead for the administration in ensuring the county workforce is prepared for and <br />capable of responding to incidents <br />•Leads the County Policy Group <br />•Recommends emergency declarations to the chair of the Ramsey County Board of <br />Commissioners as necessary <br />•Activates additional RCEOC sections as necessary <br />•Maintains situational awareness of incidents within Ramsey County and informs the Ramsey <br />County Board of Commissioners as necessary <br />•Approves emergency purchase of supplies, equipment, and services up to $100,000 without <br />formal competitive solicitations, in accordance with Ramsey County Emergency Purchasing <br />Policy 3.3.2 (Administrative Policy Chapter 3, Sec. 3) and pursuant to Administrative Code <br />Section 3.40.33b. <br />•Activates the process to establish long-term recovery efforts
