Ramsey County | Base Plan 33 <br />Municipal policy groups may include but are not limited to the following key personnel: <br />•Municipal manager <br />•Emergency Management Agency (EMA) director <br />•Key representatives as requested by the mayor <br />3.13.2 RESPONSIBILITIES <br />•Recommend municipal response and recovery priorities to the city council or governing board. <br />•Enact emergency governmental ordinances for the municipality and declarations of local <br />emergency. <br />•Establish and act on legal authorities. <br />3.14 Municipal Emergency Manager/Emergency Management Agency Director <br />3.14.1 ROLE <br />The municipal emergency manager, or EMA director, has the day-to-day authority and responsibility for <br />overseeing emergency management programs and activities in accordance with Minnesota State Code, <br />Chapter 12.25. They are responsible for working with the chief elected and appointed officials and with <br />RCEMHS to ensure there are unified objectives about the jurisdiction’s emergency plans and activities. <br />This role entails coordinating all aspects of a jurisdiction’s capabilities. <br />The municipal emergency manager/EMA director, coordinates all components of the local emergency <br />management program, including assessing the availability and readiness of local resources most likely <br />required during an incident and identifying and correcting any shortfalls. <br />3.14.2 RESPONSIBILITIES <br />Other duties of the municipal emergency manager/EMA director might include the following: <br />•Coordinate the planning process and working cooperatively with other local agencies and <br />private-sector organizations. <br />•Develop mutual aid and assistance agreements. <br />•Coordinate damage assessments during an incident. <br />•Advise and inform local officials about emergency management activities during an incident. <br />•Develop and execute public awareness and education programs. <br />•Conduct exercises to test plans and systems and obtain lessons learned. <br />•Involve the private sector and NGOs in planning, training, and exercises. <br />•Serve as the lead for pre-incident planning and preparedness activities. <br />•Oversee the training of the EOC response teams. <br />•Maintain the CEOP for the municipality.
