Ramsey County | Base Plan 34 <br />•Coordinate the activation of the EOC and notification of response team members. <br />•Act in the capacity of EOC director when activated. <br />3.15 Municipal Departments <br />3.15.1 ROLE <br />The municipal emergency manager/EMA director is assisted by and coordinates the efforts of <br />employees in departments and agencies that perform emergency management functions. Department <br />and agency heads collaborate with the emergency manager during the development of local policies and <br />provide key response resources. Participation in the planning process ensures that specific capabilities <br />(e.g., firefighting, law enforcement, emergency medical services, public works, environmental and <br />natural resources agencies) are integrated into a workable plan to safeguard the community. <br />These department and agency leaders and their staff develop, plan, and train to internal policies and <br />procedures to meet response and recovery needs safely. They should also participate in interagency <br />training and exercises to develop and maintain the necessary capabilities. <br />3.15.2 RESPONSIBILITIES <br />•Become familiar with the contents of the CEOP and associated plans to include departmental <br />roles and responsibilities. <br />•Develop attachments that support CEOP implementation, including internal policies, <br />procedures, and tools, such as checklists. <br />•Ensure COOP/COG plans are current and appropriate. <br />•Coordinate with the municipal emergency manager/EMA director to ensure information is <br />reviewed and is consistent with their operations and best practices. <br />•Provide qualified department representatives to serve on the EOC response teams where <br />assigned. <br />•Ensure department personnel are properly trained to accomplish incident duties described in <br />the CEOP. <br />•Conduct frequent and consistent department-level emergency preparedness training and <br />exercises. <br />•Ensure workplace incident preparedness supplies are identified and pre-staged to support <br />employee shelter-in-place requirements for incidents. <br />•Ensure appropriate and sufficient communications assets to support response operations during <br />incidents. <br />•Activate and implement departmental emergency plans where applicable. <br />•Deploy requested staff to the EOC. <br />•Channel department requests for assistance, operational status updates, and situation updates <br />to the EOC.
