STAFF REPORT <br />TO:Parks & Recreation Commission <br />FROM:Bryce Shearen, CPRP, Parks & Recreation/Community Services Director <br />DATE:April 6, 2023 <br />RE:Labore Road Sidewalk Study <br />ACTION REQUESTED <br />None. Informational update to the Parks and Recreation Commission. <br />BACKGROUND <br />Labore Road is an important collector roadway that runs through the north-central portion of the <br />City. It has been the subject of complaints from residents and property owners for many years; <br />complaints have generally focused on pedestrian safety and perceived speeding. Due to the <br />configuration of the roadway, solving these issues will require investment to reconfigure or add <br />new infrastructure along Labore Road. <br />The 2023-2032 Capital Improvement Plan (CIP) includes funding for a Labore Road Sidewalk <br />Study. The intent of the programmed study is to: <br />1.Understand and document perceived problems through a City-wide engagement effort, <br />2.Analyze several possible improvements and document the associated costs and <br />constraints, <br />3.Engage the community to share and discuss possible improvements, <br />4.Document a recommended or preferred alternative with high-level engineering and cost <br />estimates, <br />5.Identify possible outside funding sources or grant opportunities to pursue. <br />At the March 22, 2023, City Council meeting, the City Council approved moving forward with <br />the Labore Road Sidewalk Study. The study is outside the scope of the Parks and Recreation <br />Commission, but staff wanted the Commissioners to be aware of the study, help spread the word <br />within Commissioner networks, and provide feedback through the engagement process. <br />SCHEDULE <br />The study is anticipated to occur over several months to allow time for public engagement and <br />conceptual engineering.
