MINUTUS CITY COUNCIL, APRIL 22, 2009 Mr. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 2009-4-90 -APPROVING THE AMENDMENT TO THE MUNICIPAL CODE, II01. DOGS AND CATS, AS PROPOSED BY THE CITYADMINISTRATOR WITH THE UNDERSTANDING THAT ADDITIONAL PET TIXERAPY CRITERIA WILL BE PRESENT TO THE COUNCIL FOR CONSIDERATION AT THE MAY 13, 2009 MEETING O UTLINING MORE CERTIFICATION REQUIREMENTSAS WELL AS, A REASONABLE EXPECTATIONAS TO NUMBER OF PET THERAPY VISXT S PER YEAR 1'he foregoing resolution was duly seconded by Montour. Ayes {4). Nays (0). Resolution declared adopted. OUTDOOR 'The City Administrator noted that over the course of updating outdoor STORAGE storage standards in the 1-I Dish•ict, the issue of an outdoor storage license LLCLNS)/ was discussed numerous times. He listed the various meeting dates at which this discussion occurred. The Administrator also pointed out that the I-I District Ordinance amendment that was adopted requires a separate business license for the activity of outdoor storage. The Administrator pointed out that a number of the industrial property owners were present at these meetings when this discussion occurred. The Administrator pointed that there was discussion about the licensing of outdoor storage as well as requiring an Interim Use Permit for off-site outdoor storage. There may have been sotne confusion over these two issues. 'fhe Administrator then reviewed the Code Enforcement Officer's report dated April 17, 2009 within which she recommends a licensing process as well as a $50 amtual outdoor storage license fee. The process also includes a temporary license fee for properties out of conformance with a 90-day period under the temporary license to get a property into conformance. The Administrator noted that the outdoor storage license is another enforcement tool for the Council. Blesener agreed that the licensing of outdoor storage was discussed a number of times. Blesener stated that he supported the licensing process recommended of the Code Enforcement Officer with the extension of the 90 day temporary license to a 120 day period. Blesener felt a second 120 days temporary license should be an option. After that point, if a property was not in compliance the outdoor storage license would not be issued and the CUP revocation process would begin. Blesener also suggested that if a property falls out of compliance within the first tlnee years, another temporary license should be an option, perhaps at a $500 fee. After that point, however, there should be no more accommodations made. Blesener ]0 39
