SEVERABILI'I'Y: If any provision of this Chapter is for any reason held to be invalid; such decision shall not affect the validity of the remaining provisions of this Chapter. Section 2 SUMMARY PUBLICATION. Pursuant to Minnesota Statutes Section 412.191, in the case of a lengthy ordinance, a swmnary may be published. While a copy of the entire ordinance is available without cost at the office of the City Clerk, the following summary is approved by the City Council and shall be published in lieu of publishing the entire ordinance; The purpose of this ordinance is to establish a comprehensive rectal licensing program for all rental dwellings in the city. It provides that all owners of rectal property or a rental unit shall obtain an annual license in order to rent any property, whether it is a single family home, duplex, apartment building or a boarding house. The application process includes submitting proof of a satisfactory inspection performed by a Housing Evaluator within the previous 48 mouths and providing contact information for the owner and property manager. The license must be displayed on the property. The ordinance sets forth property maintenance standards and codes of conduct with which the owner must comply. If the owner violates the ordinance, the owner may be penalized pursuant to an administrative fine schedule that is established in the ordinance. If the owner participates in responsible landlord practices, however, the fine may be reduced. If the owner continues to violate the ordinance, the owner's license may be suspended or revoked. Tenants will be notified if the owner does not have a license. Section 3 Effective Date: This ordinance shall be effective immediately upon its passage and publication.
