Dwelling or Rental Dwelling Unit in the City. Owners and occupants should take <br />appropriate steps to protect their interests, health, safety and welfare. <br />3200.140. SEVERABILI'I'Y: If any provision of this Chapter is for any reason held to be <br />invalid; such decision shall not affect the validity of the remaining provisions of this <br />Chapter. <br />Section 2 <br />SUMMARY PUBLICATION. Pursuant to Minnesota Statutes Section 412.191, in the <br />case of a lengthy ordinance, a swmnary may be published. While a copy of the entire <br />ordinance is available without cost at the office of the City Clerk, the following summary <br />is approved by the City Council and shall be published in lieu of publishing the entire <br />ordinance; <br />The purpose of this ordinance is to establish a comprehensive rectal licensing <br />program for all rental dwellings in the city. It provides that all owners of rectal <br />property or a rental unit shall obtain an annual license in order to rent any <br />property, whether it is a single family home, duplex, apartment building or a <br />boarding house. The application process includes submitting proof of a <br />satisfactory inspection performed by a Housing Evaluator within the previous 48 <br />mouths and providing contact information for the owner and property manager. <br />The license must be displayed on the property. The ordinance sets forth property <br />maintenance standards and codes of conduct with which the owner must comply. <br />If the owner violates the ordinance, the owner may be penalized pursuant to an <br />administrative fine schedule that is established in the ordinance. If the owner <br />participates in responsible landlord practices, however, the fine may be reduced. <br />If the owner continues to violate the ordinance, the owner's license may be <br />suspended or revoked.
