<br /> <br /> STAFF REPORT <br />1 <br /> <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Bill Dircks, Public Works Director <br /> <br />DATE: September 13, 2023 <br /> <br />RE: Authorize Traffic Study at Intersection of Rice Street & Demont Avenue <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to authorize proposal from Bolton & Menk for a traffic study at the intersection of Rice Street <br />and Demont Avenue. <br /> <br />BACKGROUND: <br />City staff is working with a prospective developer on a proposed multi-family apartment project near <br />the intersection of Rice Street and Demont Avenue. The proposed apartment project will increase the <br />density in this area and may impact traffic patterns at the intersection of Rice Street and Demont <br />Avenue, which is currently side-street stop-controlled. A neighborhood meeting on the proposed <br />project was conducted on June 7, and the traffic at this intersection was one of the primary concerns <br />that was raised. A traffic study will help analyze traffic and pedestrian trip generation and help <br />understand if long-term intersection improvements are needed to support the development. <br /> <br />Bolton and Menk’s traffic services group prepared the enclosed traffic study proposal in coordination <br />with City and Ramsey County staff. The proposal includes a not-to-exceed fee of $6,700 and would <br />be completed by late-October or early-November. The developer has agreed to reimburse the City for <br />50% of the costs associated with this traffic study. If the development comes to fruition, the <br />developer has agreed to reimburse the City for the remaining 50% of the study costs (i.e. the <br />developer would fund the entire study). <br /> <br />SOURCE OF FUNDS: <br />The City’s share of funds will come from the Infrastructure Capital Improvement Fund in the amount <br />of $3,350. In the event the development comes to fruition, the City’s share would be reimbursed by <br />the developer and credited back to the Infrastructure Capital Improvement Fund. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends authorizing the proposal from Bolton & Menk for a traffic study at the intersection <br />of Rice Street and Demont Avenue in the not-to-exceed amount of $6,700.
