Rice Street at Demont Avenue Traffic Study | City of Little Canada 1 <br />August 28, 2023 <br /> <br /> <br />Bill Dircks <br />Public Works Director <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117 <br /> <br />RE: Proposal for Rice Street & Demont Avenue Traffic Study <br /> <br />Dear Mr. Dircks, <br /> <br />The City of Little Canada has initiated the Rice Street & Demont Avenue Traffic Study to determine the recommended <br />traffic control at the intersection with the proposed redevelopment near the intersection. We understand what needs to <br />be accomplished for the successful completion of the Rice Street & Demont Avenue Traffic Study. <br /> <br />Project Approach <br /> <br />Task 1 – Meeting with Stakeholders <br />Bolton & Menk will meet with Ramsey County and City of Little Canada staff to develop a thorough understanding of the <br />proposed redevelopment. <br /> <br />Task 2 – Data Collection <br />Bolton & Menk will collect a typical weekday turning movement count at the intersections of Rice Street & Demont <br />Avenue when school is in session. The count will include vehicle, heavy vehicle, pedestrian, and bicycle traffic volumes. <br /> <br />Task 3 – Establish Trip Generation and Distribution for Proposed Development <br />Peak hour and daily trips anticipated with the proposed redevelopment will be estimated using the ITE Trip Generation <br />Manual (11th Edition). The peak hour and daily trips will be distributed from the site based on current traffic patterns in <br />the project area. <br /> <br />Task 4 – Safety Analysis <br />A five year (2018-2022) crash analysis will be completed at the intersections to understand any historical trends and <br />safety conflicts. The crash rate will be calculated, and a crash diagram will be created. <br /> <br />Task 5 – Warrant Analysis <br />A signal warrant analysis will be completed based on methodology shown in the Minnesota Manual on Uniform Traffic <br />Control Devices. Warrants will be analyzed considering both the existing conditions and proposed conditions with the <br />redevelopment to determine the recommended traffic control. <br /> <br />Task 6 – Operational Analysis <br />A traffic operational analysis will be completed using Synchro/SimTraffic. The AM and PM peak hours will be analyzed <br />for the existing and build condition with the proposed redevelopment. The delay, Level of Service (LOS), and queues will <br />be reported. <br /> <br />
