<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />STAFF REPORT <br /> TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Corrin Wendell, AICP, Community Development Director <br /> <br /> DATE: Wednesday, September 13, 2023 <br /> <br /> RE: Zoning Map Amendment (Rezoning) and PUD (Planned Unit Development) – 99 <br />County Road B E Senior Housing Development – Case #1421 <br /> <br /> <br />ACTION TO BE CONSIDERED <br />To consider approval of a PUD and a Zoning Map Amendment to rezone 99 County Road B E, PID <br />072922430003 from C-1, General Commercial to R-3, High Density Residential. <br /> <br />BACKGROUND <br />The City has received a PUD and Zoning Map Amendment application to request rezoning of a 2.63 <br />acre parcel of land that is currently owned by Lupe Development from C-1, General Commercial to <br />R-3, High Density Residential in order to facilitate a senior multi-family housing development. <br /> <br />Lupe Development Partners, LLC, a twin cities developer, is proposing to build a 106-unit multi- <br />family senior apartment project on land south end of Little Canada along County Road B East, along <br />the western edge of the Soo Line Railroad. The project will feature a 4-story wood framed structure <br />over one level of underground parking. <br /> <br />The unit mix will be targeted towards seniors 55+ and feature a majority of studio to two-bedroom <br />layouts. Units will have energy star appliances and open floor plans. The site is currently fairly <br />wooded with mature trees. The buildings will sit more than 600 feet from the south property line <br />and is proposed to be well screened. <br /> <br />On May 24, 2023 the City Council reviewed this development proposal at their workshop and <br />provided a Resolution of Support to submit an application for an LCA Development grant through <br />the Metropolitan Council. In addition, Lupe Development has already obtained some funding <br />through ARP from Ramsey County. <br /> <br />The land use application process includes: <br />1) Rezone the parcel from C-1, General Commercial District to R-3, High Density Residential <br />District, which is in line with the Comprehensive Plan Future Land Use Map. <br />2) Provide a PUD (Planned Unit Development – Residential) Overlay to the parcel to allow for <br />increased density (from 36 units/acre to 40.3 units/acre) and location of driveway within the <br />required driveway setback (No variances would then be required). <br /> <br /> <br />
