However, he stated that Vadnais <br />Heights' plans are not cut in stone and they are willing to <br />work with Little Canada. <br />Herbst stated that there are an extensive amount of trees <br />and vegetation on the park property in Vadnais Heights and <br />the developers want to maintain it and look at more of the <br />passive uses. He stated that Vadnais Heights has no <br />intention of letting motorized boats have access to the <br />lake. <br />Johnson stated that the home owners may prefer a private <br />buffer of trees between them and the park in Vadnais Heights <br />rather than a park on the Little Canada side. Pratt stated <br />that if all the park land was private, it would be fine with <br />the developers. However, Vadnais Heights wants a public <br />park. Therefore, now would be the chance for Little Canada <br />to obtain some control over that park. <br />Wehrle stated that he did not see the need to change his <br />prior recommendation of obtaining the park charge fees <br />rather than land on the proposal with the relocation of some <br />of the trees on the site to other park land in Little <br />Canada. Greger did not see the need to develop the land as <br />park land when it is basically private land anyway. <br />Therefore, Little Canada would be developing it and making <br />it into a park for 11 twin homes. <br />Herbst felt that Little Canada could opt for cash and allow <br />a small trail to be installed across Little Canada's <br />property by Vadnais Heights down to the lake with a dock to <br />be installed there which would be a more desired location. <br />Little Canada could then have some control on the park. <br />Johnson stated that if the City accepted cash for the park <br />charge, the land would belong to the home owners. <br />Therefore, they would decide the fate of the land. <br />Sanders asked if the developers were talking about just an <br />easement for the trail. Herbst said yes. Pratt stated that <br />the City can impose conditions on the public park through a <br />joint powers agreement with Vadnais Heights. <br />Remerowski stated that he wanted to know what the residents <br />on the south side of the lake were gaining from the <br />development. Remerowski felt they were losing a private <br />lake. Herbst stated that Vadnais Heights has decided to <br />make the private lake public, not the developers. <br />-5- <br />
