Mzn+u•rEs <br />Parks & Recreation Commission <br />February 3, 1994 <br />Remerowski felt that Vadnais Heights was not too sure about <br />the lake access since it only passed with a 4 - 3 vote. <br />Remerowski could not see a plus for the existing residents <br />at all. Herbst stated that if Little Canada cooperates with <br />Vadnais Heights, the plus to the existing residents would be <br />control of the park. Remerowski stated that Vadnais <br />Heights' part of the lake is the worst area and would be a <br />bad site for access. He felt that what they would be doing <br />by allowing the access to come into Little Canada is <br />protecting the developer from splitting up four lots. <br />Therefore, the value of the developer's land would not be <br />impacted. Herbst agreed that the developers would also <br />benefit from the access in Little Canada. <br />Herbst stated that a few years from now, the new home owners <br />will be on the existing home owners' side--they will be <br />residents on the lake. Therefore, if the park or lake use <br />is not appropriate and there are problems with it, there <br />would be 65+ home owners in agreement with the existing <br />homeowner's. <br />Wehrle stated that if Little Canada opts for cash vs. land <br />as the park charge, Vadnais Heights could possibly make a <br />deal with the home owners to put an easement for lake access <br />across the common property. <br />Remerowski stated that the Council does not have a problem <br />with the park, but it is the public access on such a small <br />lake that they have a problem with. Remerowski personally <br />felt the existing home owners were not gaining anything. He <br />understands that the land is going to be developed and he <br />does not have a problem with that. However, he is upset <br />about the public access issue. Remerowski did not know who <br />in Little Canada would control the access if Little Canada <br />cooperated with Vadnais Heights on the park. <br />Wehrle again stated that he did not see the need for a park <br />on Little Canada's side. Hartmann felt that the City should <br />accept cash instead of land for the park charge instead of <br />developing a park for 11 twin homes. <br />Remerowski stated that Vadnais Lake is an environmental lake <br />and Twin Lake is a recreational lake. He stated that on an <br />environmental lake, on the first 1,000 feet setback from the <br />lake, there has to be 40,000 foot lots. Herbst agreed, but <br />stated that is only if the property is on that body of <br />water. However, their proposal is not since the road serves <br />as a barrier.
