City of Little Canada
515 =ast Little Canada Road
Little Canada, Minnesota 55117
1uTy 6, 1944
Tos All Little Canada City Council Members, Parks and Recreation Staff,
Employees, Commission Members, and Little Canada Residents.
IIpon learning of a proposed bike, walking trail development, earmarked
for future consideration; in the area of NSP power line easement west and east
of Edgerton St., we find it necessary to provide you with the following
information for your consideration.
1. Since residents and children's safety is always a priority, •.re find it
less than desirable to have these neopSe crossing one of the busiest thoroughfares
in Little Canada - Sdgerton ST.. This street is used as an industrial,
commercial artery as well as a main traffic link to the suburbs from ST. Paul.
7. Thers is already a preexisting bike trail d"oan the side of Edgerton ST.
3. A liability issue exists. Would this proposed trail, bringing children
and adolesents into an area where iP im3vey on or near the trail,.eg; c33mbing
high voltage towersi cause litigation against the city? A city already gorged
with enough litigation.
4. An issue of maintainence exists. Residents, Homeowners, Landowners;
Abuting easment land and owning easement land, have been or have verbal
agreements with NSP to cut, mow grass and weeds, keep trash picked up, and
generally care for easement or NSP land. Should the City place a bike trail
here, is the city then who've call to maintain the lots or will we call NSP7
Many of us have maintained these lots for years. Our consideration has been
the enjoyment of the open space abuting or near our land. If that consideration
is ruined by a bike trail, our reasons for lot maintainenco wi1T be gone.
Page 5
