Page 2
J". Privacy becomes an issue. there are those of us who purchased lots,
built certain types of homes and positioned those homes certain ways on lots
so as to benefit from open easement land. This provided us with privacy,
and the benefit of greenspace•and scenery. We accepted lower land values,
lower home resale values, possible reported health risks, possible poor TV
receptiony as well as a possible increased risk of lightening strikes due to
tower proximity and high voltage power lines. WE have taken on many risks
and accepted losses, believing this land would remain open due to the fact
that it is unbuildable, ih order to ensurs our privacy. This trail deprives
ns of this privacy.
5. It can be shown, in numerous police reports on file, that crime and
vandalism are increased in an area of a park or public use land. A good
eacample is vandalism at Pioneer Park, and the money this costs the City.
Will the City be liable for any vandalism or crime involving our property or
possessions due to tha establishment o£ this trail in this area by this City?
7, The issue of this trail was discussed at great length and a public
hearing was held at L3.ttle Canada City Hall during the ear]y years of 1980.
Many of us xhere~at that meeting. It was our belief that this proposal was
a "dead issue" at that time. Among other issues discussed then, was one of
health hazards. Same felt that particularly children, playing and being•close
to high voltage lines,. could be detrimental to their health and welfare:
We have accepted this risk along with other detriments listed to ensure our
privacy and living situation. Is the City willing to accept yet unknown risks;
of cancer, leukemia, heart disease, from high voltaQa lines, especially to
their children? The great majority of this trail would be under or very near
those lines.
Page 6
