I. Executive Summary <br />The Ramsey County Home Rule Charter was adopted by the voters of <br />Ramsey County in 1990 and became effective November 30, 1992. <br />There aze two elements of Ramsey County Board responsibility <br />regazding Chapter 6 of the Charter. One is found in the Position <br />Papers of the Charter Commission. It is to "establish a plan which <br />would set forth the County board's policy regarding the <br />coordination of service delivery with other units of <br />government, including specific recommendations regarding <br />service and policy areas listed in Chapter 6 of the Charter. t <br />This section requires Ramsey County Board action that shall be <br />completed by the end of November, 1994. <br />The second Ramsey County Board responsibility is grounded in the <br />body of Chapter 6 of the Chazter itself. "In addition to its other <br />powers and duties, the county board will assume the <br />responsibility for the county wide coordination of <br />operational services and strategic planning. "Z <br />The attached document describes a planning process that is divided <br />into two phases. Phase I will involve developing the overall County <br />Policy through the creation and use of Planning Committees <br />composed of key stakeholders. Those groups will review background <br />material, including service trends, citizen input, governing statutes, <br />and financial analyses. These Committees will create a shazed vision <br />for the future for each service and policy area (15 in all) and identify <br />critical issues that need to be addressed. The work completed under <br />this phase will serve as the basis for the Ramsey County Boazd policy <br />that needs to be approved by the end of November, 1994. <br />Phase II of the planning process proposed in this document will <br />complete the coordination of operational services and Strategic <br />Planning that is the second, longer term responsibility of the County <br />Board. It will include the selection of strategies to address key issues <br />and set direction for the future as well as the development of 5-year <br />cooperative operational plans for each of the service and policy <br />areas. <br />3 <br />Page 19 <br />
