The completed County Plan and the process for developing it will <br />follow a strategic planning format. That format includes: <br />• Identification of and inclusion of key stakeholders; <br />• Environmental Scan; <br />• Creation of a Vision; <br />• Identification of Critical Issues; <br />• Selection of Strategies; <br />• Development of Operational Plans. <br />Our approach will be to create and sustain a partnership between the <br />county, other governmental bodies, and the citizens of the county in <br />creating strategic and operational plans. This approach is consistent <br />with the intentions of the Charter Commission who envisioned the <br />primary role of the County being to facilitate and coordinate a <br />community based and intergovernmental planning process. <br />The Position Papers of the Ramsey County Charter Commission <br />stated: "The county would get local units of government <br />together and discuss the areas of mutual interest which are <br />listed in Chapter 6 of the charter. The belief that dialogue <br />by the parties responsible for providing and detivering the <br />service would be useful in constructing a workable, <br />efficient, and effective system. Dialogue between the <br />county and municipalities could work through issues of <br />defining what services would be provided and by whom."3 <br />The attached planning document has several additional sections. <br />• An extended Background section provides additional <br />information regarding Chapter 6 of the Ramsey County Home Rule <br />Charter as well as specific information regarding the elements of a ~~ <br />Strategic Plan. <br />• Another section states explicitly the Values and Goals of the <br />planning project. The goals are divided into process goals and <br />product goals, with the understanding that any strategic planning <br />effort must focus on both what is planned as well as how decisions <br />aze made if there is to be high commitment to achieving the vision of <br />the plan. By explicitly stating the goals of the project, the County <br />makes its intentions and commitments known and provides a vehicle <br />for accountability for staff for acting on behalf of all County <br />stakeholders. <br />4 <br />Page 20 <br />
