Completion of these <br />operational plans will be achieved in Phase II of the Strategic <br />Planning Process. <br />Specified azeas of services and policy that minimally need to be <br />addressed in the plan are listed in Chapter 6 of the Ramsey County <br />Home Rule Charter. They are: <br />Service Areas: <br />"1: A system of thoroughfares, highways, streets and other public <br />ways; <br />2. A system of public open spaces, parks, and playgrounds; <br />3. The location, relocation, and improvement of public buildings of <br />County-wide significance; <br />4. A transit system; <br />5. The availability and location of public and elderly housing; <br />6. An adequate system of drainage facilities and control; <br />7. A solid waste management system; <br />8. An integrated law enforcement system; <br />9. An emergency services system; <br />10. A human service delivery system; <br />11. A public health service system; and <br />12.
