A survey or other <br />vehicle for people to prioritize the alternative strategies in each <br />service area may be used provided external funding and partners <br />are secured. In this case, planners are more assured of selecting <br />strategies that will have the support of the citizenry when <br />operational plans begin to shift resources and priorities to achieve <br />the goals of the plan. <br />6. nnerational Plans._ Once strategies are selected, annual <br />implementation or operational plans are developed. Projections can <br />also be made about the need and availability of resources over the <br />time period of the plan. These are done by managers or <br />administrators and are presented in annual plans, budgets, personnel <br />shifts, and administrative policies. They identify the steps being `. <br />taken to implement the chosen strategies over a period of time. <br />These plans set goals and identify milestones or specific points of <br />measurement and accomplishment in order to assure accountability <br />and continued monitoring of the success of the plan. They also <br />include revenue and expense assumptions and projections for the <br />time period covered by the plan. The operational plans for each area <br />will be completed by the end of Phase R of the Strategic Planning <br />Process. <br />The following sections of this document identify the Values and <br />Goals, Structure, Evaluation and Planning Steps to be used to fulfill <br />the obligation the County has under Chapter 6 of the Charter. The <br />planning process is divided into two Phases. Phase I creates a <br />process that will help the Ramsey County Board of Commissioners set <br />"forth the County board's policy regarding the coordination <br />of service delivery with other units of government, <br />including specific recommendations regarding service and <br />policy areas listed in Chapter 6 of the Charter." t t <br />Phase II of the planning process will coordinate the completion of the <br />development of 5-year cooperative operational plans for each of the <br />service and policy areas. These plans will be based on the strategies <br />selected by the Planning Committees, with broad citizen input, to <br />achieve the vision. The leadership role on particular operational <br />plans will be determined after the Ramsey County Board's vision and <br />policy on coordination is adopted and based on the most reasonable <br />approach/agency to implement the chosen strategy. <br />10 <br />Page 27 <br />
