III. Values and Goals <br />Listed below is a set of values to guide the planning process as well <br />as its content. Using these values in our approach to this project will <br />assure that we achieve both the letter of the obligations of the <br />Ramsey County Board under the Charter as well as the spirit of the <br />Charter. <br />Our commitment is to create and sustain a partnership between the <br />County, other governmental bodies, and the citizens of the County in <br />creating strategic and operational plans. <br />1. The implementation of Chapter 6 is a serious endeavor and an <br />opportunity for dialogue and action regarding coordination of <br />services essential to the future success of Ramsey County. <br />2. Participation by municipalities, their elected officials and key <br />professional staff such as city managers, planning directors, <br />engineers etc. is essential to fulfillment of the plan and its <br />process. <br />3. Participation by County department heads, other key <br />stakeholders such as employees, direct customers of the services <br />provided in each area, nonprofit organizations, other private, <br />public and citizen groups -including existing municipal and <br />County citizen advisory committees and St. Paul District Planning <br />Councils as appropriate -who have a particular interest in <br />certain services, and citizens of the County who, as individual <br />taxpayers and members of the community, provide a unique <br />perspective, is an essential part of the process. <br />4. The service azeas will have different levels of coordination, <br />communication, and completion between the various municipal, <br />County and private providers of services. Different <br />opportunities, existing shared/joint powers agreements, and <br />history of cooperative planning and action will influence the <br />speed, scope, and content of operational plans. These plans will <br />be developed after the Ramsey County Board of Commissioners <br />sets its vision and general policy on coordination of services in <br />11 <br />Page 28 <br />
