The County's effort for a plan under Chapter 6 should not <br />compete with or negate previous efforts in cooperative planning, <br />municipal plans, or department plans but rather build on and <br />incorporate past work. In addition, this planning effort needs to <br />be coordinated with existing municipal and state planning cycles. <br />6. Priorities should emerge out of interest and presenting <br />opportunity rather than from a "top down" or directive approach <br />from the County. <br />7. A de-centralized process is more appropriate given the above <br />values than a centralized process. <br />While the Ramsey County Home Rule Charter calls for the Boazd of <br />County Commissioners to set policy dsection within the first two <br />yeazs of the adoption of the Charter, the magnitude of the subject <br />azea transcends policy direction and will require a larger and longer <br />term implementation phase. This is the rationale behind the <br />development of two phases of work in the project. Goals have been <br />established for each phase to assure accountability of the County to <br />its citizens and to document and measure the effectiveness of the <br />project. By measuring the success of the goals for the project, <br />improvements to structure and processes can be made for Phase II <br />and subsequent planning efforts. <br />A well developed strategic plan focuses both 'on process and product. <br />The commitment to inclusion of stakeholders and the communication <br />of the planning effort is essential if the goals of any plan are to be <br />effectively implemented. A good process develops ownership and <br />support for the product and enthusiasm and agreement to work <br />together on achievement of the vision. Listed below are both process <br />and product goals for this project. <br />Process Goals: <br />1.
