IV. Structure <br />Committee members will be appointed by the Board of County <br />Commissioners for each of 15 specified areas. This structure <br />parallels the specked areas of service and policy that will be <br />included in the plan. <br />Planning committees will be named in the following service areas: <br />roads, parks and open space, buildings of County-wide significance, <br />housing, drainage, solid waste, law enforcement, emergency services, <br />human services, and health. Additional committees will also <br />consider the public policy areas of: land use, development, location of <br />public utilities, and economic development. <br />Ramsey County municipalities will play a key role in development of <br />the membership of the Planning Committees. This commitment is <br />grounded in the intention of Chapter 6 of the Charter as noted in the <br />Position Papers of the Ramsey County Charter Commission. It states <br />"The County would get local units of government together <br />and discuss the areas of mutual interest which are listed in <br />Chapter 6 of the charter. The belief that dialogue by the <br />parties responsible for providing and delivering the service <br />would be useful in constructing a workable, efficient, and <br />effective system. Dialogue between the County and <br />municipalities could work through issues of defining what <br />services would be provided and by whom."t 2 <br />Other organizations with significant interest will be invited to ~/ <br />nominate and/or appoint members as well. Each Planning Committee ~I` <br />will be comprised persons who represent key members of the <br />stakeholders of a given service or policy area as well as the general <br />citizenry of the County. In this way, the investment, ownership, and <br />credibility of the process as well as the product of the plan will <br />ensures a greater likelihood of creating a genuine cooperative <br />county-wide effort on behalf of the whole community and its <br />diverse perspectives. <br />Committee membership will include, but is not necessarily limited to, <br />the following stakeholder groups: <br />• City Managers, City Department Heads, and key staff. <br />15 <br />Page 33 <br />
