• County Department pleads and key Division staff. <br />• Representatives from appropriate nonprofit, private, and public <br />sector service providers, and citizen/community based <br />groups/organizations. <br />• Representation from existing municipal and County citizen <br />advisory committees and St. Paul District Planning Councils as <br />appropriate. <br />• At large citizen members selected both from a formal open <br />appointment process as well as from a random/neutral process <br />to assure broad based and diverse citizen input. <br />The size of each planning group will vary in order to accommodate <br />the need to have a representative body. <br />Committee Chairs will also be named by the Ramsey County Board of <br />Commissioners. The appointments will assure that <br />Committee Chairs will have: <br />a) Significant knowledge of the subject and service area <br />being planned; <br />b) Access to planning and operational resources to support <br />the planning process as well as assure implementation of <br />operational goals resulting from the planning decisions; and <br />c) Personal skills and ability to lead the planning <br />committee through the planning process and operational <br />implementation. <br />16 <br />Page 34 <br />
