V. Evaluation <br />Evaluation criteria and processes have been developed in the <br />beginning of the project to monitor the achievement of each of the <br />process and product goals in this project. The extent of formalized <br />evaluation will, however, depend on the development of outside <br />funding and community partners. (Efforts to acquire funding and <br />community support for some of these efforts have already begun.) <br />It is intended, if possible, to use a combination of pre/post surveys, <br />assessment documents, and interviews with participants at the <br />beginning of the process to identify baseline or current attitudes and <br />expectations. A second round of surveys, assessment documents, and <br />interviews administered at the end of Phase I of the project and <br />again at the end of Phase II would evaluate and assess changes in <br />attitudes and expectations as well as measure achievement of the <br />quantified goals outlined in this document. <br />Listed beneath each goal are proposed methods of evaluation for that <br />specific goal. The specific methods of measurement will depend on <br />available resources and may need to be adjusted as the project <br />proceeds. <br />Goals: <br />1. Improve citizen opinion of government by providing a <br />positive opportunity for participation. <br />,~:. . <br />A. Abroad based survey will assess general attitudes <br />toward government and assess the opportunities citizens think <br />' they have to effectively participate and influence government <br />services. <br />B. Interviews and a baseline survey will be conducted with <br />each citizen member of the Planning Committees to assess <br />his/her personal opinion, experiences, and attitudes. <br />C Post interviews and surveys will be conducted, using the <br />same questions, at the end of Phase I and Phase II to measure <br />any changes in the attitude, experience, and perceptions citizens <br />have of government. <br />17 <br />Page 36 <br />
