2. Improve government experience/opinion of citizen <br />participation by focusing on future opportunities rather <br />than past action. <br />A. The same steps will be taken as listed in item #1 above, <br />but focus on the government employees and elected officials <br />involved in the process regarding citizens and the opportunities <br />that government has provided for citizen input. <br />B. Post interviews and surveys will also be conducted using <br />the same questions to measure any changes that occur as a <br />result of the strategic planning process. <br />3. Assure the involvement and participation by <br />stakeholders and citizens with representative and <br />multiple perspectives. <br />A. Membership on Planning Committees will include <br />representatives from key County stakeholder groups. Namely: <br />city managers and professional staff, County Department heads, <br />customers of the services provided, service providers, selected <br />County and municipal advisory committees, and citizens. Some <br />selections will be made based on expertise and special interest, <br />and others will be random to assure diversity and breadth of <br />opinion on all Planning Committees. <br />B. A county-wide survey may be used at the beginning of <br />Phase I of the project (provided outside funding and community <br />partners are identified) to assure citizens of the County an <br />opportunity to provide input and express their opinions <br />regarding matters to be considered in the planning process.' The <br />same county-wide survey will be used at the end of Phase II <br />and in subsequent years to assure the planning process stays <br />connected to and reflective of the needs and interest of the <br />citizens of the County. <br />C Citizen input may be used at mid-point in the process to <br />help rank alternative strategies to achieve the vision created by <br />each planning committee. <br />18 <br />Page 37 <br />
