MINUTES <br />CITY COUNCIL <br />OCTOBER 11, 2023 <br />IMPROVEMENTNO. 2024-PW43,, COUNTRYDRIVE AND SET THE IMPROVEMENT <br />HEARING DATE FOR NOVEMBER 8, 2 023 <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />DRAINAGE IMPROVEMENTS AT 209 RYAN DRIVE <br />The Public Works Director provided background information on drainage improvements that were <br />made by Ramsey Washington Metro Watershed District (RWMWD) which increased the elevation of <br />Ryan Drive and caused an issue at 209 Ryan Drive. He noted that some fixes have been made as staff <br />has been working with this property owner. He explained that during large events the water is not <br />getting out to the overflow which causes water backing up onto the site. He noted that this issue was <br />not occurring prior to the improvements from RWMWD and therefore staff has continued to work with <br />the property owner to find a solution. He stated that the proposed work was bid to five companies, <br />three bids were received with the low bid at $12,750. He noted that the contractor has a full schedule <br />and will try to complete the work this fall, otherwise would complete the work in the spring. He stated <br />that the property owner is also in agreement with the terms and timeline. He stated that the funds <br />would come from the stormwater portion of the general fund and provided details on the available <br />funding. <br />Mayor Fischer thanked staff for working with the property owner to find a solution. <br />Kwapick introduced the following resolution and moved its adoption: <br />via <br />ANIA"IN141w, lawv R Flo-III&TC01 <br />The foregoing resolution was duly seconded by D. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />COUNCIL REPORTS AND MEETING UPDATES <br />D. Miller noted the grand opening for Pioneer Park next Tuesday, October 17 at 5:00 p.m. <br />T. Miller commented that RCLG has a presentation Friday on climate change. She stated that NYFS <br />has a grant opening of their White Bear Lake location next Friday. <br />Gutierrez provided an update of the most recent Fire Relief meeting that she and Mayor Fischer <br />attended. <br />Mayor Fischer commented on the quarterly meeting he attended for the Roseville School District <br />which was held at the alternative learning center. He advised of the forum that will be held at Upper <br />Spooner Park from 5:00 to 7:00 p.m. next Thursday where residents can ask questions and interact <br />with the Council. <br />12 <br />
