MINUTES <br />CITY COUNCIL <br />OCTOBER 11, 2023 <br />period. She noted that three comment letters were received from three communities which shared their <br />plans in order to better coordinate. She asked the Council to conduct the public hearing and consider <br />approving the resolution. She noted that once approved by the Council, this would be submitted to the <br />Metropolitan Council for its consideration. <br />Mayor Fischer commented that there was feedback from other cities related to terminology and <br />labeling and asked if those have been incorporated. The Community Development Director confirmed <br />that has been incorporated into the final update of the map. <br />Mayor Fischer opened the public hearing for comments from the general public. <br />There were no further comments from the public. Upon motion by Kwapick, seconded by T. Miller, <br />the public hearing was closed. Ayes (5). Nays (0). Motion adopted. <br />D. Miller commented that he likes the expansion into the other communities whereas the old map <br />ended at the boundary. He also liked the addition of the proposed trails as that will assist with funding <br />opportunities. Gutierrez recognized that the City has been discussing wayfinding signage options and <br />noted that she could see where that could provide benefit to trail users. <br />D. Miller introduced the following resolution and moved its adoption; <br />�, • <br />The foregoing resolution was duly seconded by T. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ORDINANCE 878, ADDING CHAPTER 214 STORMWATER UTILITY AND ORDINANCE <br />883 AMENDING THE FEE SCHEDULE TO ADD STORMATER UTILITY FEES <br />The City Engineer provided background information on a stormwater utility and an enterprise fund. <br />He explained why a stormwater utility fund is needed and the amount of funding that has been <br />determined to be needed to support the ongoing costs to maintain the stormwater system. He reviewed <br />the ten-year need compared to the revenue stream, noting that levels out around the ten-year mark. He <br />explained the considerations that were reviewed in order to calculate the user fee proposed. He then <br />summarized the property type classes and proposed rates. He then provided examples of rates that <br />would be paid for properties that are not single-family or townhomes. He reviewed the previous <br />Council considerations and work that has occurred to get to this point. He reviewed the next steps and <br />asked the Council to hold the public hearing and consider adoption of the ordinance. <br />Mayor Fischer opened the public hearing for comments from the general public. <br />Eric Thorne, 325 Eli, commented that small residential properties and townhomes are lumped together. <br />He did not think that should be done as townhome properties are larger with more hard surface. He <br />commented that $82 may not seem like a lot but it is a lot to some people and that number will <br />7 <br />
