MINUTES <br />CITY COUNCIL <br />OCTOBER 11, 2023 <br />Miller noted that if a neighbor were opposed they would then have the opportunity to make <br />adjustments on their own property. Gutierrez stated that there are no requirements for someone to <br />have a license or regulations when they get a dog or have children. She noted that there are people that <br />dislike dogs and yet that burden is not placed on dog owners. T. Miller commented that generally <br />someone will not get ten dogs, put them in the side yard and leave them in the yard. Gutierrez <br />commented that ten dogs and ten chickens are very different. T. Miller commented that while most <br />people will be neighborly and talk to their neighbors, that will not always happen and therefore she <br />believes people should be notified so that they could make adjustments on their own property if <br />desired. She stated that she wants this to be successful and therefore wants to ensure it is set up <br />properly to avoid future conflict. D. Miller commented that Little Canada is at the tail end because <br />most other communities allow the keeping of chickens and they are not hearing a lot of complaints <br />from those other cities. He noted that there is no notification of neighbors for dogs, you find out when <br />the dog barks at you. T. Miller commented that she just prefers to handle issues on the front end rather <br />than dealing with them later when it is more difficult. She noted that she does not oppose the keeping <br />of chickens and just wants to make sure it is set up properly. <br />Mayor Fischer provided background information on this topic in the community over the years, noting <br />that he attended educational sessions in the past where people were passionate while others were <br />angry. He noted that after those sessions the people that were angry still were not very supportive but <br />were less angry about the issue. He stated that he recently talked about this with local mayors to gain <br />their input and they stated that getting the ordinance in place is the hard part and then it becomes a <br />nonfactor. He noted that there are larger cities that allow chickens and only have ten permits issued. <br />He recognized that some people want to keep chickens and he believes this ordinance is pretty close. <br />He recapped the issues that needed additional clarification and/or research, noting that in most <br />instances those are administrative updates that could occur after the approval but if desired this could <br />be tabled and come back to the next meeting. <br />Kwapick stated that in order to ensure everything is done correctly, he would be supportive of bringing <br />this back at the next meeting. Resolution declared adopted. <br />COMPREHENSIVE PLAN AMENDMENT TO UPDATE CITY TRAIL AND SIDEWALK <br />MAP <br />The Community Development Director presented the proposal for the Comprehensive Plan <br />amendment to include an updated pedestrian trail and sidewalk map.
