MINUTES <br />CITY COUNCIL <br />NOVEMBER 8, 2023 <br />Street along with the proposed street and utility improvements. He also provided details on the <br />proposed project funding, estimated costs and financing, and special assessments. He also presented a <br />preliminary assessment roll for the project. <br />Mayor Fischer opened the public hearing for comments from the general public. <br />Frank Frattalone, Country Drive property owner, commented that this looks like a nice project. He <br />asked that the City allow residents to have the option to work with the contractor to do half of each <br />driveway at a time to ensure their heavy trucks can continue to go in and out without causing damage. <br />David Dorn, 2739 Jackson Street, asked if the road would be accessible during the project and whether <br />residents would continue to have access during the project. <br />The City Engineer commented that typically there is access during the day and for sure at the end of <br />the day. He noted that there may be periods during the day when a part of the project blocks access for <br />a few hours, but residents would be notified. He noted that once the curb is poured there would be five <br />to seven days for that to cure where residents would park on the road. <br />Greg Ostenson, 2741 Jackson Street, commented that the road is in poor condition because of the semi - <br />truck traffic and asked if semis would continue to be allowed after the project as that will continue to <br />cause damage. The City Engineer replied that they plan to construct the road to handle that type of <br />traffic going forward, with thicker sections to support up to seven tons. <br />Mr. Ostenson commented that the semis often block the traffic on the road unloading their vehicles. <br />The City Engineer replied that he can follow up with code enforcement and noted that if the road is <br />blocked by a truck, the resident can call the Sheriff. <br />There were no further comments from the public. Upon motion by D. Miller, seconded by T. Miller, <br />the public hearing was closed. Ayes (5). Nays (0). Motion adopted. <br />Mayor Fischer referenced the question by Mr. Frattalone and asked if the City can work with that. The <br />City Engineer confirmed that is a typical process used for commercial properties and noted that he <br />would follow up for that planning. The Public Works Director commented that the road was not <br />originally built for this type of traffic and therefore will be built to a higher standard during this project <br />to support the heavy truck traffic. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2023-11-133 — ORDERING THE IMPROVEMENT AND <br />PREPARATION OF PLANS FOR IMPROVEMENT NO. 2024 PW42 ON JACKSON <br />STREET <br />The foregoing resolution was duly seconded by Mayor Fischer. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />2 <br />
