MINUTES CITY COUNCIL NOVEMBER 8, 2023 Kwapick introduced the following resolution and moved its adoption: RESOLUTION NO. 2023-11-134 — ORDERING THE IMPROVEMENT AND PREPARATION OF PLANS FOR IMPROVEMENT NO. 2024 PW43 ON COUNTRY DRIVE The foregoing resolution was duly seconded by T. Miller. Ayes (5). Nays (0). Resolution declared adopted. CONSENT AGENDA T. Miller introduced the following resolution and moved its adoption: RESOL UTION NO. 2023-11-135 —APPROVING THE CONSENT A GENDA WHICH CONTAINS THE FOLLOWING. - Approval of the Vouchers • Approve 2024 Recording Secretary Service Agreement with TimeSaver Off Site Secretarial • Call for a Strategic Planning Workshop on December 13, 2023 at 5:00 p.m. • Approve Partial Pay No. 6 to Minnesota Paving and Materials for the Twin Lake Boulevard Street Improvements • Approve Deposit and Investment of Local Public Funds for 2024 • Approve Designating the Authority to Make Electronic Funds Transfers The foregoing resolution was duly seconded by Gutierrez. Ayes (5). Nays (0). Resolution declared adopted. STAFF REPORTS ADOPT 2024-2033 CAPITAL IMPROVEMENT PLAN The Finance Director provided an overview of the purpose of the Capital Improvement Plan (CIP) and highlighted the different CIP capital project funds. He then provided more details on each fund including the CIP budget highlights and projected fund balance. He asked the Council to approve the 2024-2033 Capital Improvement Plan as presented. Mayor Fischer commented that the Council has seen all elements of this plan numerous times throughout the course of the year. He appreciated the ten-year length as it helps the Council to think about future plans when considering other potential expenditures. The Finance Director noted that once approved, the full plan would be published on the City website. T.
