Minutes <br />Parks & Recreation <br />September 5, 1996 <br />Holm stated his concern is if the Parks & Recreation <br />Commission recommends the Pioneer Parking lot, the Council <br />may have trouble with it and it may take a year or two to <br />qet it past them. Greger stated if the parking lot is done <br />now, that would knock some other improvements out. He felt <br />some of these items may attract more people to the parks and <br />may make the parking lot a more valid issue in 1998 or 1999. <br />Greger stated his focus is to determine a possible budget <br />amount that is reasonable so that the Council will approve <br />everything we want. He would like to put the parking in <br />1998, and the City will have more time to evaluate what is <br />there and determine if increased amenities generate a need <br />for more parking and make additional parking justifiable. <br />Greger stated he has spoken with several people who have <br />driven by Pioneer during busy and not-so-busy times, and <br />they have no idea why we would consider expanding this <br />parking lot. <br />Morelan stated he would like to clarify what happens to the <br />$40,000 budgeted for the Pioneer Parking lot if it is not <br />done. Morelan explained if we decide not to use the $40,000 <br />in 1997 for a parking lot, that does not mean that $40,000 <br />worth of other park-related items will automatically be <br />approved as a replacement. Other City entities' needs will <br />be looked at and all requests will be prioritized as a <br />whole. <br />Remerowkki asked for a vote on the issue. <br />Greger stated his motion again as moving the Pioneer Parking <br />lot improvement expansion from 1997 budget plan to the 1998 <br />budget plan and look at other items to propose for 1997. <br />Motion failed 2 - 4. <br />Ables and Greger favored the motion. <br />Remerowski, Johnson, Holm and Rajanen opposed the motion. <br />Christensen abstained. <br />Remerowski made a motion to keep the following budgeted <br />items for 1997, the Pioneer Park Volleyball Court for $5000, <br />Gervais Mill Site Amenities for $5000, and the Pioneer <br />Parking lot improvement/expansion for $40,000 in the order <br />they are now, with the commission recommending they be done <br />in 1997. <br />Holm seconded the motion. <br />Motion carried 5 - 2. <br />Ables and Greger opposed the motion. <br />Christensen requested that access to the water at Nadeau <br />Park be added to the wish list. <br />5 <br />
