MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 13, 2023 <br />Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada, <br />Minnesota was convened on the 13th day of December, 2023 in the Council Chambers of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 5:00 p.m. and the following members of the <br />City Council were present at roll call: <br />ROLL CALL: In attendance were Mayor Fischer, City Council Members T. Miller, Gutierrez, <br />Kwapick and D. Miller. Absent: None. <br />ALSO PRESENT: City Administrator Chris Heineman, Public Works Director Bill Dircks, <br />Finance Director Sam Magureanu, Community Relations Manager Laura Linehan, Parks & <br />Recreation/Community Services Director Bryce Shearen, Community Development Director <br />Corrin Wendell, Administrative Fellow Brian Reimers, and City Clerk/HR Manager Heidi <br />Heller. <br />STRATEGIC PLAN REVIEW <br />The City Administrator stated that tonight is an opportunity for staff to review the progress of the <br />strategic plan since the initial plan was adopted in September 2019 and an update was adopted in <br />September 2022. <br />The Community Relations Manager explained there are four strategic directions for the plan: <br />enhancing identity and empowering community; maximizing assets for development; creating <br />operational efficiency; and mandating action and accountability. She reviewed the new progress <br />reporting tool that is being used to track action items and stated that there will be a page on the <br />city's website dedicated to the strategic plan and its on -going progress. She stated that 80.22% <br />of action items have measurable completion and no action items have major disruption. <br />The Community Relations Manager reviewed the progress on a community survey, developing a <br />community outreach program, diversity, equity and inclusion (DEI) initiatives, community <br />visioning event, community culture campaign, and identifying signage and locations. <br />The City Administrator talked about reviewing and redefining the scope and future potential <br />structure of the Economic Development Authority. The City Council requested a dedicated <br />workshop on this topic in 2024. <br />The Parks & Rec/Community Services Director reviewed identifying gaps and updating the <br />pedestrian trail and sidewalk implementation plan. He noted that the Comprehensive Plan <br />amendment that updated the trail and sidewalk map in the plan has been approved by the <br />Metropolitan Council. He explained that the contractor planned to do the work this fall <br />completing the Thunder Bay/Westwind trail, but Xcel Energy has not been able to submit <br />required documents, so the project will not be completed until 2024. <br />
